On the 6th, the Ministry of Health, Labor and Welfare showed their intent to add an alert function to the system regarding electronic prescription, set to start operations in 2022, which checks overlapping medications and drug interactions, etc. based on prescription and dispending information, to the joint meeting of “the Health, Medical Care, Nursing Care Information Utilization Review Meeting” and Task Force. There were no opposing opinions from the committee, and at subsequent meetings, they plan on considering the structure and rules on inquiring a prescription question in case a prescription question is raised when the alert is issued on the electronic prescription system.Regarding electronic prescriptions, construction of a structure with systems such as online license as their foundation is in progress. At the joint meeting on that day, the details of the points issued at each occasion for the operation of electronic prescriptions were organized and operational images were shown, with modifications of receipt computer systems at medical institutions and pharmacies set for next year.
Regarding the checking of prescription, it has been decided that access to information about prescription and dispensing information from other medical institutions and pharmacies would be allowed with patient’s consent. Through systems such as the online license confirmation, pharmacists will be allowed to refer to medicine information for the past 3 years based on receipt information, and through electronic prescription management service, pharmacists will be allowed to refer to immediate prescription information and medicine information.
In addition, the alert function which checks for overlapping medication and drug interaction is planned to be added to the system. The structure is constructed so that it would lead to not only the improvement of convenience but also to the avoidance of overlapping medication and the reduction of workload at medical institutions and pharmacies.
When receiving the prescription, after the patient has performed identity confirmation with documents such as My Number Card, the pharmacist will take in the electronic prescription into the pharmacy system from the electronic prescription management service and register the dispensing result in the pharmacy system. Through electronic signature and verification, authenticity is ensured, and the dispensinginformation is registered to the electronic prescription management service. The original copy of the electronic prescription after the completion of the dispensing will be stored within the pharmacy system, and the data will be stored in the electronic prescription management service.
There were no opposing opinions from the committee raised against the operational direction of the electronic prescription shown by the Ministry of Health, Labor and Welfare. At subsequent meetings, they plan on considering the basic measures for receiving prescriptions when someone other than the actual patient visits the pharmacy as well as the structure and rules on inquiring a prescription question when the alert is issued.
